Beginning January 1, 2026, the state of California will prohibit all plastic carry-out bags at retail checkout — including the thicker “reusable” plastic bags allowed under earlier rules.

The new legislation, known as Senate Bill 1053, closes a loophole in previous law (Senate Bill 270) which only banned thin plastic bags and permitted thicker plastic bags deemed “reusable”. Under the new law, all plastic bags distributed at checkout will be banned, and retailers will only be permitted to offer paper bags — which must carry a minimum fee of 10 cents per bag.

Environmental advocates say the step is necessary because plastic bag waste per capita in California actually increased from about 8 pounds to 11 pounds per year between 2004 and 2021, despite earlier bans.

Retailers and consumers are advised to prepare for the transition in the coming year.

Luật mới, Dự luật Senate Bill 1053, đã khắc phục khe hở trong luật trước đây (Dự luật Senate Bill 270) vốn chỉ cấm túi nhựa mỏng và cho phép túi nhựa dày hơn được xem là tái sử dụng. Theo luật mới, sẽ chỉ được phép cung cấp túi giấy tại quầy thanh toán — và túi giấy này sẽ bị tính phí tối thiểu 10 cent/túi.
