Clean Cars for All: A Second Chance for Bay Area Drivers

The Bay Area’s fight against air pollution and climate change has gained fresh momentum with the return of the Clean Cars for All program. Backed by a new $10 million funding boost, this initiative once again gives low-income residents the chance to trade in their aging, gas-guzzling vehicles for cleaner, healthier alternatives.

The program, managed by the Bay Area Air Quality Management District (BAAQMD), was first launched in 2019. Since then, it has helped thousands of families retire polluting cars and step into the world of electric vehicles, hybrids, and even alternative transportation options like e-bikes and public transit. Previous rounds of funding, however, were quickly exhausted as demand far outpaced supply — a clear sign that many Bay Area residents are eager to make the transition if given the chance.

How It Works

At its heart, the program is a scrap-and-replace system. Eligible residents surrender their older vehicles to be dismantled and, in return, receive financial incentives that make cleaner options more affordable. Incentives can range from $7,500 up to $12,000, depending on household income and the type of replacement chosen.

The funds can be applied to:

  • A new or used electric vehicle (EV)
  • A plug-in hybrid electric vehicle (PHEV)
  • A fuel-cell vehicle
  • Or, for those who do not want to buy a car: public transit passes, e-bikes, or car-sharing memberships

Who Can Apply

Not everyone qualifies, and the program is carefully targeted to reach the households most in need. To be eligible, applicants must:

  • Live within the Bay Area Air District, which covers Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties.
  • Meet income requirements, which range from $46,950 per year for a single-person household up to $96,450 for a family of four. Larger households have higher limits.
  • Own an older, polluting car, typically a 2007 model year or earlier, registered in California for at least two years, and still in running condition.
  • Agree to retire the car permanently, turning it over to an approved dismantler once the grant is awarded.

Certain vehicles, such as those registered to businesses or nonprofits, are excluded. Applicants who have already received overlapping state clean vehicle grants may also be ineligible.

How to Apply

Applicants must provide proof of income, residency, and vehicle ownership. Once approved, the old car must be surrendered to an authorized dismantler before incentives are released.

Nỗ lực chống ô nhiễm không khí và biến đổi khí hậu tại Bay Area vừa được tiếp thêm sức mạnh với sự trở lại của chương trình “Clean Cars for All” (Xe sạch cho mọi người). Với khoản tài trợ mới trị giá 10 triệu USD, chương trình giúp các hộ gia đình có thu nhập thấp đổi xe cũ, tiêu hao nhiên liệu sang phương tiện sạch và thân thiện với môi trường hơn.
