Four years after taking office, District 7 City Councilmember Bien Doan outlined a series of policy outcomes and community improvements reflecting his stated priorities on public safety, neighborhood protection, and effective local governance.

Public Safety Investments Show Results

San José has recently been recognized as the Safest Big City in America, a distinction city leaders attribute to sustained investments in public safety, accountability, and prevention. At the district level, District 7 has seen visible improvements through partnerships with the San José Police Department and local nonprofit organizations.

The Tully Library and Ballfields have received increased attention and security measures to ensure safer recreational and learning spaces for children, families, and seniors. Additional upgrades are underway, including the installation of a new gate at the library aimed at preventing late-night disturbances and maintaining a safe, welcoming environment for the community.

Japanese Friendship Garden Restored

After nearly eight years with its ponds left dry, the Japanese Friendship Garden has undergone a major restoration. City leadership reviewed prior work plans and funding approaches, conducted on-site inspections of pumps, ponds, and electrical systems, and developed a revised plan to restore water flow throughout the garden.

Community engagement played a key role in the process, particularly with members of the Japanese American community. Input from residents helped guide the redesign of the Taiko Bridge to meet structural, historical, and cultural standards, with coordination involving partners both locally and abroad. City officials confirmed that koi fish are expected to return to the garden in the coming weeks, completing the restoration.

Improvements at the Vietnamese Heritage Garden

The Vietnamese Heritage Garden has also seen notable enhancements. Recent investments include the installation of a bronze Thank You America statue, symbolizing gratitude, resilience, and the shared history of San José’s Vietnamese community.

Additional upgrades such as new pathways, trees, and improved lighting were made to enhance safety, accessibility, and the overall visitor experience, while preserving the cultural significance of the site.

Support for Immigrant Communities

Amid ongoing uncertainty affecting immigrant families, the San José City Council approved $1 million in funding to support immigrant services and access to reliable resources. Part of this funding supports ConXión to Care, a program designed to connect immigrant residents with legal assistance, social services, and accurate information.

City leaders say the funding reflects a broader commitment to ensuring that all residents feel supported, informed, and respected.

Looking Ahead

While highlighting progress in public safety, cultural preservation, and community support, District 7 leadership acknowledged that challenges remain, including housing affordability, infrastructure needs, and maintaining accountability at City Hall. Officials emphasized a continued focus on results-driven governance and neighborhood protection moving forward.

Sau bốn năm đảm nhiệm chức vụ, Nghị viên Khu vực 7 Biên Đoàn đã chia sẻ những kết quả đạt được trong các lĩnh vực trọng tâm gồm an toàn công cộng, bảo vệ khu dân cư và phục vụ cộng đồng.

An ninh công cộng được cải thiện rõ rệt

San José gần đây được công nhận là thành phố lớn an toàn nhất nước Mỹ. Theo giới chức thành phố, kết quả này đến từ việc đầu tư liên tục cho an ninh, nâng cao trách nhiệm và các biện pháp phòng ngừa từ sớm.

Tại Khu vực 7, những thay đổi này thể hiện rõ ràng qua các hoạt động phối hợp giữa Sở Cảnh sát San José và các tổ chức cộng đồng địa phương. Thư viện và sân bóng Tully đã được quan tâm nhiều hơn nhằm bảo đảm đây là những nơi sinh hoạt và vui chơi an toàn cho trẻ em, gia đình và người cao niên.

Cộng đồng người Mỹ gốc Nhật đã được tham khảo ý kiến xuyên suốt, đặc biệt trong việc thiết kế lại cầu Taiko, nhằm bảo đảm các yếu tố kỹ thuật, lịch sử và văn hóa. Thành phố cho biết cá koi sẽ sớm được thả trở lại, hoàn tất việc khôi phục khu vườn mang tính biểu tượng này.

Cải thiện Vườn Truyền Thống Việt

Vườn Truyền Thống Việt cũng có nhiều thay đổi tích cực, nổi bật là việc đặt tượng đồng “Thank You America”, thể hiện lòng tri ân nước Mỹ, tinh thần vượt khó và lịch sử chung của cộng đồng người Việt tại San José.

Ngoài ra, các lối đi mới, cây xanh và hệ thống đèn chiếu sáng đã được bổ sung nhằm giúp khu vườn sáng sủa, an toàn và dễ lui tới hơn cho khách tham quan, đồng thời vẫn giữ được giá trị văn hóa vốn có.

Hỗ trợ cộng đồng di dân

Trong bối cảnh nhiều gia đình di dân đang lo lắng về tương lai, Hội đồng Thành phố San José đã thông qua ngân khoản 1 triệu Mỹ kim để hỗ trợ các dịch vụ dành cho cộng đồng di dân.

Một phần ngân sách này được dành cho chương trình ConXión to Care, giúp kết nối người dân với hỗ trợ pháp lý, dịch vụ xã hội và nguồn thông tin đáng tin cậy. Thành phố cho biết mục tiêu là để mọi cư dân, bất kể xuất thân, đều có thể tiếp cận sự giúp đỡ khi cần thiết.

Chặng đường phía trước

Bên cạnh những kết quả đã đạt được, các vấn đề như chi phí sinh hoạt, hạ tầng và trách nhiệm của chính quyền vẫn là những thách thức cần tiếp tục giải quyết. Lãnh đạo Khu vực 7 cho biết sẽ tiếp tục tập trung vào việc bảo vệ khu dân cư và mang lại các kết quả cụ thể cho cộng đồng.
