San José, CA – The East Side Union High School District (ESUHSD) is making a major change in how its Board of Trustees will be elected. Instead of all voters in the district voting for every board member (known as “at-large” elections), starting in 2026 trustees will be elected by district-based elections.

This change comes after ESUHSD received a legal notice that its current system may violate the California Voting Rights Act (CVRA) due to racially polarized voting. By shifting to district-based elections, the goal is to ensure that all communities—especially underrepresented ones—have a stronger and more direct voice in choosing their representative.

The district is currently working with Redistricting Partners, a consultant that will draw proposed district maps using U.S. Census data and feedback from the community. Residents are invited to share what they see as their “Communities of Interest”—neighborhoods or groups with common social, cultural, or economic ties that should be kept together within the same trustee area.

Draft maps will be shared publicly, and community members will have opportunities to provide feedback during multiple public hearings. These hearings will cover:

Defining Communities of Interest
Reviewing draft maps
Setting the timing for elections in different trustee districts
Approving the final map and election sequence

Key dates and next steps

The first by-district trustee elections will take place in November 2026.
Trustees will serve staggered terms, so not all seats will be up for election at the same time.
The final map and election schedule will be adopted after the last public hearing in September 2025.
Boundaries will be reviewed again after each U.S. Census, with the next review expected around 2031–32.

District-based elections give neighborhoods more equitable representation. Instead of larger voting groups overpowering smaller ones, each community gets the chance to elect someone who understands its specific needs. This change not only supports fairness but also keeps ESUHSD in compliance with state law.

San José, CA – Học Khu Trung Học East Side Union (ESUHSD) sẽ thay đổi cách bầu chọn Hội Đồng Giáo Dục. Thay vì tất cả cử tri trong toàn học khu đều bầu cho mọi thành viên (gọi là bầu “toàn khu”), bắt đầu từ năm 2026, việc bầu sẽ được thực hiện theo hình thức bầu theo khu vực (by-district).

Sự thay đổi này diễn ra sau khi ESUHSD nhận được thông báo cho rằng hình thức bầu hiện tại có thể vi phạm Đạo Luật Quyền Bầu Cử California (CVRA) vì có khả năng xảy ra tình trạng bầu cử phân cực theo chủng tộc. Bầu theo khu vực nhằm bảo đảm các cộng đồng, đặc biệt là những cộng đồng ít được đại diện, có tiếng nói rõ ràng và trực tiếp hơn trong việc chọn người đại diện.

Bản đồ cuối cùng và lịch bầu cử sẽ được thông qua sau buổi điều trần cuối vào tháng 9 năm 2025.
Sau mỗi kỳ tổng điều tra dân số Hoa Kỳ, ranh giới bầu cử sẽ được xem xét lại (lần tới khoảng năm 2031–32).

Hình thức bầu theo khu vực giúp bảo đảm sự công bằng hơn, vì mỗi cộng đồng sẽ có cơ hội chọn người đại diện hiểu rõ nhu cầu của mình. Thay đổi này không chỉ mang lại tính đại diện công bằng mà còn giúp ESUHSD tuân thủ luật tiểu bang.
