Flag-Raising Ceremony Welcomes the Year of the Horse 2026 at San José City Hall Lễ Thượng Kỳ Đầu Năm Bính Ngọ 2026 trang trọng diễn ra tại Tòa Thị Chính San Jose giữa trời mưa lớn

Despite heavy rain and cold weather, members of the Vietnamese community gathered solemnly at San José City Hall at 11:00 a.m. today to attend the Vietnamese New Year Flag-Raising Ceremony welcoming the Year of the Horse 2026.
The ceremony was organized by the Combined Veterans Branches and held under the sponsorship of Bien Doan, Councilmember for District 7 of the City of San José.
Under steady rainfall, the flag-raising team from the Thu Duc Military Officers Association stood in full uniform and rain gear, maintaining strict formation as they raised the Vietnamese Freedom Flag. At the same time, the color guard representing the Airborne Rangers, Air Force, Navy, and Marine Corps conducted the ceremonial procession of the military and national flags inside the Rotunda of City Hall.
The ceremony was coordinated by Mr. Le Thai Phuc. Following the flag salute, a vibrant lion dance performance brought warmth and festive spirit to the gathering despite the weather.
For the first time serving as Master of Ceremonies, Ms. Jennifer Duong, Culture Chair of the Vietnamese Student Association at Yerba Buena High School, carried out her role with confidence and grace as she introduced the distinguished guests.
Among those in attendance were Councilmember Bien Doan; Milpitas Mayor Carmen Montano; Santa Clara County Supervisor Sylvia Arenas and her aide Duc Ngo; Captain Ken Tran of the San Jose Police Department; Sunnyvale Councilmember Murali Srinivasan; Tara Dang representing the office of Mayor Matt Mahan; Victoria Thuy Vy representing Congressman Sam Liccardo; Phuong Nguyen representing State Senator Dave Cortese; and The Vu Nguyen representing County Supervisor Otto Lee.
In his remarks, Councilmember Bien Doan emphasized the deeper meaning of the ceremony:
“Today, we gather here at San José City Hall to solemnly hold our annual flag-raising ceremony and welcome the Year of the Horse 2026.
Tết is a sacred time of reunion, gratitude to our ancestors, and hope for peace and prosperity. For the Vietnamese refugee community, it is also a time to honor our journey in preserving freedom, safeguarding our cultural heritage, and passing these values on to future generations.
The Vietnamese Freedom Flag flying here at City Hall is not only a symbol of our history, but also a reminder of resilience, sacrifice, and the enduring spirit of our community.”
Mayor Carmen Montano and Supervisor Sylvia Arenas also delivered remarks and presented certificates of recognition to Mr. Le Thai Phuc and representatives of the Navy, Air Force, Marine Corps, Airborne Rangers, and Red Berets Families in appreciation of their dedication to preserving this meaningful tradition.
At the conclusion of the ceremony, attendees were invited to enjoy light refreshments provided by the Office of Councilmember Bien Doan before departing City Hall.
Over the next seven days, the Vietnamese Freedom Flag will continue to fly proudly at City Hall as a testament to the strong presence and contributions of the Vietnamese American community in San José.

Bất chấp trời mưa nặng hạt và thời tiết lạnh giá, đông đảo đồng hương đã tề tựu tại Tòa Thị Chính thành phố San Jose vào lúc 11 giờ sáng hôm nay để tham dự Lễ Thượng Kỳ đầu năm và chào đón Tết Bính Ngọ 2026.
Buổi lễ do Liên Quân Binh Chủng tổ chức dưới sự bảo trợ của Nghị Viên Biên Đoàn, đại diện khu vực 7 thành phố San Jose.
Trong cơn mưa liên tục, toán kéo cờ thuộc Lực Lượng Sĩ Quan Thủ Đức và Hải Quân vẫn nghiêm chỉnh trong quân phục và áo mưa, giữ đội hình trang nghiêm khi thực hiện nghi thức kéo Quốc Kỳ Việt Nam Cộng Hòa. Đồng thời, toán rước quốc quân kỳ của các binh chủng Nhảy Dù, Không Quân, và Thủy Quân Lục Chiến tiến hành nghi thức rước cờ bên trong nhà vòm Rotunda.
Chương trình do ông Lê Thái Phúc điều hợp. Sau nghi thức chào cờ, màn múa lân sôi động đã mang lại không khí Tết ấm áp giữa thời tiết giá lạnh. Tiếp nối là diễn văn khai mạc của ông Lê Thái Phúc.
Lần đầu tiên đảm nhiệm vai trò điều khiển chương trình, cô Jennifer Dương, Culture Chair của Vietnamese Student Association tại trường trung học Yerba Buena, đã hoàn thành xuất sắc nhiệm vụ giới thiệu quan khách.
Thành phần tham dự gồm có Nghị Viên Biên Đoàn; Thị Trưởng thành phố Milpitas Carmen Montano; Giám Sát Viên quận hạt Santa Clara Sylvia Arenas và phụ tá Đức Ngô; Captain Ken Tran thuộc San Jose Police Department; Nghị Viên thành phố Sunnyvale Murali Srinivasan; cô Tara Đặng đại diện văn phòng Thị Trưởng Matt Mahan; cô Victoria Thúy Vy đại diện văn phòng Dân Biểu Sam Liccardo; ông Phương Nguyễn đại diện văn phòng Thượng Nghị Sĩ Dave Cortese; và ông Thế Vũ Nguyễn đại diện văn phòng Giám Sát Viên Otto Lee.
Trong phần phát biểu, Nghị Viên Biên Đoàn nhấn mạnh ý nghĩa của buổi lễ:
“Hôm nay, chúng ta cùng nhau tụ họp tại Tòa Thị Chính thành phố San Jose để long trọng tổ chức Lễ Thượng Kỳ đầu năm và chào đón Tết Bính Ngọ 2026.
Tết là thời khắc thiêng liêng của đoàn tụ, tri ân tổ tiên và hy vọng cho một năm mới bình an, thịnh vượng. Đối với cộng đồng người Việt tị nạn, đây còn là dịp nhắc nhớ hành trình gìn giữ tự do, bảo tồn truyền thống và truyền lại cho thế hệ mai sau những giá trị tốt đẹp của dân tộc.
Lá cờ vàng ba sọc đỏ tung bay tại Tòa Thị Chính là minh chứng cho tinh thần kiên cường, hy sinh và lòng yêu chuộng tự do của cộng đồng người Việt tại San Jose.”
Thị Trưởng Carmen Montano và Giám Sát Viên Sylvia Arenas cũng phát biểu và trao bằng tri ân cho ông Lê Thái Phúc cùng đại diện các binh chủng để ghi nhận những đóng góp trong việc duy trì truyền thống Lễ Thượng Kỳ đầu năm.
Kết thúc buổi lễ, đồng hương tham dự đều được mời dùng thức ăn nhẹ do Văn Phòng Nghị Viên Biên Đoàn khoản đãi trước khi ra về, khép lại một buổi lễ trang trọng và đầy ý nghĩa đầu xuân.
