Free Housing & Medi-Cal Workshops Empower Thousands of Vietnamese Residents in San José Chuỗi Hội Thảo Miễn Phí Giúp Người Việt Ghi Danh Nhà Ở Section 8 & Medi-Cal Tại San José

SAN JOSÉ, CA — The Vietnamese American Care (VAC), formerly known as the Organization of Anonymous Contributors (OAC), continues its mission to empower the local community through a series of free bilingual workshops that help residents apply for Section 8 Housing, affordable housing waitlists, and Medi-Cal enrollment.

The most recent two workshops were held on Saturday, November 1, 2025, at Educational Park Community Room (1772 Educational Park Dr) and on Saturday, November 8, 2025, at Tully Library Community Room (880 Tully Road). Both sessions were filled with Vietnamese families eager to secure housing and health benefits before new Medi-Cal rules take effect next year.

All workshops are completely free, designed to help community members navigate complex application processes, including creating Rent Cafe accounts—the new online system implemented by the Santa Clara County Housing Authority—and signing up for Section 8 Housing waitlists.

The Medi-Cal portion of the workshops focuses on helping eligible individuals — especially those who are undocumented or lack qualifying immigration status — apply for full-scope Medi-Cal before January 1, 2026.
Beginning in 2026, California will freeze new Medi-Cal applications for adults 19 years and older who are undocumented. Those who apply before December 31, 2025 will continue receiving coverage even after the new law takes effect.

VAC volunteers remind participants that applying for Medi-Cal does not affect immigration status and Medi-Cal is not considered a “public charge.” All personal information remains confidential and protected by law. Bilingual volunteers provide assistance in both English and Vietnamese to ensure equal access for everyone.

The workshop series began in June 2024, an idea initiated by former Vice Mayor Madison Nguyen, who recognized the urgent need for accessible guidance in the Vietnamese community. The inaugural event, held at Di Lạc Temple, drew over 300 attendees, followed by additional sessions at Grand Century Mall’s Dynasty Restaurant, Our Lady of Refuge Church on Lucretia Avenue (which hosted both the third and fourth workshops), and St. Maria Goretti Church.

Since then, thousands of Vietnamese residents have received hands-on help completing housing and health benefit applications. Each session begins with a short presentation about Section 8 and Affordable Housing, followed by personalized, one-on-one assistance from volunteers who help participants register online and upload required documents.

This project is led by Queenie Ngo, founder and former president of the Organization of Anonymous Contributors (OAC), now operating under the name Vietnamese American Care (VAC). Under her leadership, the organization has mobilized dedicated volunteers to help seniors, low-income families, and newcomers overcome language and technology barriers.

San José Councilmember Bien Doan (District 7) has also volunteered at several of these workshops and continues to encourage VAC/OAC to return to his district to host more events — recognizing the vital role these sessions play in connecting residents to essential housing and healthcare services.

“Many people in our community have waited years for this kind of support,” Ngo said. “Our goal is to make sure no one is left behind because they don’t know how to navigate the system.”

With plans to continue through the end of the year, these workshops have become a model for community-led outreach — bridging the gap between government resources and the Vietnamese American community in Silicon Valley.

SAN JOSÉ, CA — Tổ Chức Vietnamese American Care (VAC), còn được biết đến với tên gọi cũ là Organization of Anonymous Contributors (OAC), tiếp tục sứ mệnh hỗ trợ cộng đồng thông qua các buổi hội thảo miễn phí song ngữ Anh–Việt, giúp người dân ghi danh nhà thuê giá rẻ, Section 8 Housing, và bảo hiểm y tế Medi-Cal.

Hai buổi hội thảo gần nhất được tổ chức vào Thứ Bảy, ngày 1 tháng 11, 2025 tại Educational Park Community Room (1772 Educational Park Dr) và Thứ Bảy, ngày 8 tháng 11, 2025 tại Thư Viện Tully Branch (880 Tully Road). Rất đông cư dân gốc Việt đã tham dự để kịp nộp đơn trước khi các luật mới về Medi-Cal bắt đầu có hiệu lực.

Chương trình hoàn toàn miễn phí, giúp người tham dự mở tài khoản trên hệ thống Rent Cafe – trang web mới của Cơ Quan Gia Cư Quận Hạt Santa Clara (SCCHA) – và ghi danh vào danh sách chờ Section 8 Housing.

Phần Medi-Cal trong hội thảo tập trung giúp những người không có giấy tờ hoặc chưa đủ điều kiện di trú kịp thời nộp đơn xin Medi-Cal toàn phần trước ngày 1 tháng 1, 2026.

Theo quy định mới, kể từ năm 2026, California sẽ ngưng nhận đơn Medi-Cal cho người trưởng thành từ 19 tuổi trở lên nếu không có tình trạng di trú hợp lệ. Tuy nhiên, những ai nộp đơn trước ngày 31 tháng 12, 2025 sẽ vẫn được hưởng đầy đủ quyền lợi sau khi luật mới có hiệu lực.

VAC khẳng định rằng việc nộp đơn Medi-Cal không ảnh hưởng đến tình trạng di trú và không bị xem là “gánh nặng xã hội.” Tất cả thông tin cá nhân được bảo mật tuyệt đối. Tình nguyện viên hỗ trợ bằng cả tiếng Anh và tiếng Việt để ai cũng có thể tham gia dễ dàng.

Chuỗi hội thảo này bắt đầu vào tháng 6 năm 2024, theo ý tưởng của cựu Phó Thị Trưởng San José Madison Nguyễn, với mong muốn giúp cộng đồng Việt hiểu rõ hơn về quyền lợi nhà ở và bảo hiểm y tế. Buổi đầu tiên được tổ chức tại Chùa Di Lặc thu hút hơn 300 người tham dự, sau đó tiếp nối tại Nhà hàng Dynasty – Grand Century Mall, Giáo xứ Our Lady of Refuge (tổ chức buổi 3 và 4), và Giáo xứ St. Maria Goretti.

Kể từ đó, hàng ngàn người Việt đã được hỗ trợ tận tình trong việc nộp đơn và hoàn tất hồ sơ. Mỗi buổi bắt đầu bằng phần giới thiệu ngắn gọn về Section 8 và Nhà Ở Giá Phải Chăng, sau đó người tham dự được hướng dẫn trực tiếp bởi các tình nguyện viên giàu kinh nghiệm.

Dự án được lãnh đạo bởi Queenie Ngo, sáng lập viên kiêm cựu chủ tịch của OAC/VAC. Dưới sự điều hành của cô, đội ngũ tình nguyện viên đã giúp đỡ hàng ngàn cư dân – đặc biệt là người cao niên và gia đình thu nhập thấp – vượt qua rào cản ngôn ngữ và công nghệ.

Nghị Viên Thành Phố San José, ông Biên Đoàn (Khu Vực 7), cũng đã nhiều lần trực tiếp đến tham gia và tình nguyện tại các buổi hội thảo, đồng thời tiếp tục mời VAC/OAC quay lại khu vực của ông để tổ chức thêm nhiều chương trình phục vụ cộng đồng.

“Chúng tôi chỉ mong rằng không ai bị bỏ lại phía sau vì không biết cách ghi danh,” cô Queenie chia sẻ.

Với sự phối hợp chặt chẽ giữa tổ chức và chính quyền địa phương, chuỗi hội thảo VAC/OAC đã trở thành chương trình thành công của tinh thần vì cộng đồng tại Silicon Valley.
