In the Acknowledgments section of the Strategic Plan, Viet Museum is listed as an Affiliate Partner, with Hong Cao identified as “Director” of Viet Museum. This designation appears in an official, board-approved planning document outlining History San Jose’s priorities and partnerships for 2025.

At the same time, History San Jose has publicly maintained that the governance of Viet Museum is “in dispute,” a position it has cited when explaining its limited involvement in decisions related to the museum’s operation and eventual closure.

The inclusion of a named individual with a specific leadership title in a formal strategic document raises concerns about consistency. Strategic plans are not informal acknowledgments; they are institutional records that reflect an organization’s understanding of its partners and leadership structures. As such, identifying a “Director” of Viet Museum appears to conflict with claims that no governing authority can be recognized due to an unresolved dispute.

Community members note that if History San Jose truly considers Viet Museum’s governance unresolved, then assigning a leadership title to one individual in an official document is difficult to reconcile with a neutral stance. San Jose, California — Trong lúc Viet Museum vẫn đóng cửa vì những tranh chấp liên quan đến quyền điều hành, một chi tiết xuất hiện trong Kế hoạch Chiến lược 2025 của History San Jose đang khiến dư luận trong cộng đồng người Việt đặc biệt quan tâm, nhất là trước lập trường “đứng ngoài tranh chấp” mà tổ chức này từng công khai nêu ra.

Trong phần Acknowledgments của Kế hoạch Chiến lược 2025, Viet Museum được ghi nhận là một “Affiliate Partner”, và ông Hong Cao được nêu rõ với chức danh “Director of Viet Museum.” Đây không phải là lời phát biểu miệng hay thư từ trao đổi nội bộ, mà là nội dung nằm trong một bản văn chính thức, được soạn thảo và công bố để định hướng sinh hoạt của History San Jose trong năm 2025.
