The Palo Alto City Council has voted to approve a new ordinance that bans the practice of renting out RVs as living spaces on public streets — a growing issue that residents and officials have referred to as “vanlording.”
The new rule makes it illegal for anyone to lease or operate an RV as a residence while parked on city streets. Vehicles that remain parked for more than 72 hours or are used as unpermitted rental living spaces may be subject to fines of up to $500 per violation, and repeated violations could lead to the RV being towed.
While the ordinance passed, some councilmembers expressed concerns about the impact on vulnerable populations. Councilmember Julie Lythcott-Haims noted that many RV residents live in vehicles due to the high cost of housing in the region, and questioned where displaced individuals would go once the law is enforced.
To implement the ban, Palo Alto expects to allocate approximately $4 million for signage, enforcement, and administrative costs.
Supporters of the ordinance argue that “vanlording” poses health and safety challenges, creates unregulated living environments, and negatively affects nearby neighborhoods.
