Before reaching the Unicode Consortium, the Vietnamese Heritage Flag had already received formal recognition at the local government level.

In San José, the City Council unanimously adopted a resolution recognizing the Vietnamese Heritage and Freedom Flag, affirming its significance to the Vietnamese refugee and diaspora community. Khi hồ sơ đề nghị emoji Cờ Vàng Di Sản Việt Nam tiến gần đến thời điểm chính thức nộp vào tháng 4 năm 2026, một trong những đơn vị đóng vai trò then chốt trong tiến trình này là Văn phòng Nghị viên Khu vực 7, Thành phố San José, do Nghị viên Biên Đoàn lãnh đạo.

Từ nghị quyết cấp thành phố đến vận động ở tầm quốc tế

Trước khi được đưa đến Unicode Consortium, Cờ Vàng Di Sản và Tự Do đã được Hội đồng Thành phố San José chính thức công nhận thông qua một nghị quyết với sự đồng thuận của toàn thể hội đồng.
