SAN JOSE, CA — Major changes are coming to California’s Medi-Cal program, and immigrant communities are being urged to act now.
Starting January 1, 2026, adults 19 years and older who are undocumented or do not have a qualifying immigration status will no longer be eligible for full-scope Medi-Cal coverage. This upcoming “Medi-Cal Freeze” means that anyone who does not apply by December 31, 2025 may lose access to comprehensive health care, including doctor visits, prescriptions, and hospital services.
To help local residents enroll before the deadline, Vietnamese American Care (VAC) — formerly known as the Organization of Anonymous Contributors (OAC) and now officially operating under its Vietnamese name Hội Việt Mỹ Tương Trợ — will host eight bilingual workshops in November and December 2025 to help individuals and families complete Medi-Cal and Section 8 Housing applications.
What Is the Medi-Cal Freeze?
Beginning in 2026, the State of California will temporarily pause new Medi-Cal enrollments for some adult groups while aligning eligibility systems with federal immigration standards.
- The freeze applies to adults aged 19 and older without qualifying immigration status.
- Children under 19, foster youth under 26, pregnant individuals, refugees, DACA recipients, and lawful permanent residents will remain eligible.
- Those who apply before January 1, 2026 can keep full-scope Medi-Cal coverage and renew it annually.
- Those who miss the deadline may only qualify for emergency or pregnancy-related Medi-Cal.
Why It Matters
Enrolling now ensures continued access to:
- Doctor and preventive care visits
- Prescription medications
- Mental-health and hospital services
- Dental care (available until July 2026)
Beginning in 2027, some adults may also face a small $30 monthly Medi-Cal maintenance fee.
Important Community Messages
Community organizations emphasize several key points:
- Applying for Medi-Cal will not affect immigration status. Medi-Cal is not considered under the “public-charge” rule.
- Personal information is confidential. Federal law protects Medi-Cal applicants from having their data shared with immigration enforcement.
- A current federal court order prevents California from sharing Medi-Cal data with the Department of Homeland Security, and the state continues to defend that protection.

SAN JOSE, California — Bắt đầu từ ngày 1 tháng 1 năm 2026, chương trình Medi-Cal của tiểu bang California sẽ bước vào giai đoạn “tạm ngưng ghi danh mới”. Theo quy định mới, người lớn từ 19 tuổi trở lên không có giấy tờ hợp pháp hoặc tình trạng nhập cư đáp ứng điều kiện sẽ không còn được đăng ký Medi-Cal toàn diện.
Những ai nộp đơn trước ngày 31 tháng 12 năm 2025 vẫn được nhận Medi-Cal toàn diện, không phân biệt tình trạng nhập cư. Sau hạn chót, chỉ còn đủ điều kiện nhận Medi-Cal Cấp Cứu hoặc dịch vụ liên quan đến thai kỳ.
Nhằm hỗ trợ cộng đồng Việt Nam tại quận hạt Santa Clara, Vietnamese American Care (VAC) – trước đây là Organization of Anonymous Contributors (OAC) và nay mang tên mới Hội Việt Mỹ Tương Trợ – sẽ tổ chức tối thiểu 8 buổi hướng dẫn song ngữ miễn phí trong tháng 11 và 12 năm 2025, giúp đồng hương điền đơn xin Medi-Cal và Nhà Ở Giá Thấp (Section 8).
Tóm Tắt Về Việc “Đóng Băng Medi-Cal”
- Bắt đầu từ 1/1/2026: Ngưng ghi danh Medi-Cal toàn diện cho người lớn không có tình trạng nhập cư hợp lệ.
- Không bị ảnh hưởng: Trẻ em dưới 19 tuổi, thanh thiếu niên dưới 26 tuổi trong chương trình nuôi dưỡng, phụ nữ mang thai, người tị nạn, người có DACA, và thường trú nhân hợp pháp.
- Đăng ký trước hạn: Những ai ghi danh trước ngày 31 tháng 12 năm 2025 vẫn được duy trì Medi-Cal toàn diện và gia hạn hàng năm.
- Sau hạn chót: Chỉ còn được Medi-Cal Cấp Cứu hoặc dịch vụ thai kỳ.

- Ghi danh Medi-Cal không ảnh hưởng đến hồ sơ di trú. Việc sử dụng Medi-Cal không bị coi là “gánh nặng xã hội.”
- Thông tin cá nhân được bảo mật tuyệt đối. Tiểu bang California và tòa án liên bang đang bảo vệ lệnh cấm chia sẻ dữ liệu Medi-Cal với cơ quan di trú.
- Hãy ghi danh ngay hôm nay — đừng chờ đợi. Mọi hồ sơ nộp trước ngày 31/12/2025 đều đủ điều kiện, bất kể tình trạng nhập cư.
